Por qué México impone aranceles a países sin tratados comerciales

Últimamente me ha surgido la duda de por qué el gobierno mexicano decidió aplicar aranceles precisamente a países con los que no tiene tratados de libre comercio. Entiendo que es una medida económica, pero no sé si se trata de proteger la producción nacional o de recaudar más ingresos. También me interesa saber qué productos están incluidos, porque he visto variaciones de precios en electrodomésticos y en algunos textiles. Si alguien tiene información clara o alguna fuente confiable, agradecería que la comparta.
